Perhaps government funded grants to individuals/small companies that are creating free and cheap open source accessible technology?
I know of at least two people who are doing everything they can to learn Linux well enough to create AAC apps, screen readers, and other software that is actually affordable. Big companies generally have no interest in actually making anything that is cheap ($200 for an AAC app?!), and open source is anathema to them. They also primarily concentrate on the two big computer operating systems (Windows and Mac), and as everyone knows, a large amount of disabled individuals are living in poverty. There are programs out there that do what they can to donate small, cheap Linux computers and Android tablets to people who need them.
The cheap software isn't out there to download, but it would be if people like my friends were given support to create it.
